Neem powder can be used with conditioning herbs such as amla or henna for the hair. The powdered leaf does not have the rather characteristic scent of neem oil.
For internal consumption: Mix 1 teaspoon of the powder with water, green smoothies, shakes or juice.
For external use: Mix the product with water to create paste like consistency.
